Fontana West End Navigation Center: City Plans 200-Bed Shelter and Recuperative Care Facility on Jasmine Street

FONTANA, SAN BERNARDINO COUNTY — October 22, 2026. The City of Fontana has moved forward with a West End Regional Navigation Center that is planned to combine short-term shelter, recuperative care and social services in a converted industrial building.

Where the center is planned

According to an official city announcement, the work involves tenant improvements to an existing warehouse at 11109 Jasmine Street, Fontana, CA 92337. The city awarded construction to R.C. Construction Services, Inc. and previously listed September 8 as the expected construction start date.

What does 200 beds mean?

The city’s plan describes approximately 100 shelter beds and 100 recuperative care beds. Those are different services: recuperative care is intended to support eligible individuals recovering from health problems in a supervised setting, while shelter addresses immediate housing insecurity. The city also lists planned behavioral health, case management and related supportive spaces.

This is a capacity target for a facility under development, not confirmation that 200 beds are currently staffed or available to the public. People looking for services should contact the relevant provider or local coordinated access system rather than showing up based on a construction announcement alone.

Regional approach, local impact

Fontana’s announcement names San Bernardino County and the cities of Chino, Montclair, Ontario, Rancho Cucamonga, Rialto and Upland as participants. Questions for future coverage include who will operate the center, referral requirements, opening date, staffing, funding obligations and neighborhood transport access. The announcement does not answer all of them.
